While in tracking mode the blue dot represents your phone’s location and will move as you walk around. The dog icon represents your dog’s location.
If you notice the app says your collar and phone are several feet away from each other when they are both in your hand, this is because your smartphone is only accurate to about 16 feet of your actual location. SpotOn's GPS is more accurate than your smartphone's.
