While the fence is active in Off-grid mode, the collar will use its GPS location data and alert the dog of the boundary and correct the dog if the dog breaches the boundary.  The fence details and GPS antenna will provide the data that the collar needs to alert and warn the dog of the boundary location.  There is no need to be connected to the collar for the fence to alert and correct your dog at the boundary.
